Section II: Object of the design contest/description of the project
II.1) Description
II.1.1) Title attributed to the design contest/project by the contracting authority/entity:
'Extension of the Victoria Palace' — HQ of the Romanian Government.
II.1.3) Short description:
Selection of an architecture design solution for a government building — extension of the existing palace by the construction of a new building, creating a unitary architectural and urbanised complex.
The contest will have 2 phases:
(1) selection of 6 competitors (shortlist);
(2) submission of architecture design solutions and selection of a winner.

Section III: Legal, economic, financial and technical information
III.1) Criteria for the selection of participants:
(a) financial resources available;
(b) experience of experts in construction design;
(c) references concerning design projects for government or office buildings comparable in size and complexity with the project for which this contest is organised.
III.2) Participation is reserved to a particular profession:
Yes.
At least one expert of the applicant must be an chartered (licensed) architect, member of the Order of Architects of Romania, or of a similar professional organisation of the Member States of the EU or of the European Economic Area.

In the first phase, only the participants will be evaluated on the 3 criteria under III.1). In the second phase the criteria for project evaluation will be given in the notice.
