Hagar Qim and Mnajdra Heritage park development


The Maltese Ministry for Youth and the Arts is organising international design competition for a heritage in Malta. This prestigious site on which are located the Hagar Qim and Mnajdra prehistoric megalithic temples, included on the UNESCO World Heritage list in 1992, is the object of long term conservation measures, a top priority for the Maltese Government's agenda.

This open and anonymous competition has been approved by the International Union of Architects (UIA).


OBJECTIVES AND PROGRAMME

The site, of an overall surface area of some forty hectares, is located on the cliffs in the south-east of Malta.

Design proposals will include:
- A visitors' centre and visitors' orientation point (tourists, students and researchers);
- Planning the environs and accessibility to the edifices and highlighting the landscape of the site as a whole;
- Conservation and protection of the temples as well as temporary covering.

All intervention must respect the intrinsic qualities of the site and the authentic eco-system and prehistoric vestiges in an integrated and sustainable manner and using the most up-to date technologies.

The international jury is composed as follows:

- Vincent Cassar (Malta), architect, representing the Maltese Ministry for Youth and the Arts
- Stephen Farrugia (Malta), architect and planner, representing the Maltese environment and planning authorities
- John Ebejer (Malta), architect and planner, representing the Maltese tourism authority
- Andreas Hempel (Germany), architect
- Omar Rabie (Egypt), architect, representing the UIA
- Zaki Aslan (Jordan), architect, conservator
- Gaetano Palumbo (Italy), Site management

Reserve members:
- Paulius Kulikauskas (Lithuania), architect
- David Pace (Malta), architect


REGISTRATION PROCEDURE

The competition is open to architects having the right to practice the profession in their countries of residence and multi-disciplinary teams led by an architect.

Competitors must send a registration form to the organisers on which is indicated the name of the individual participant or team leader, the address, telephone and fax numbers and electronic address. The registration form must be accompanied by documentary proof of the right to practice the profession and as well as the competition fee or copy of the bank transfer. The name on the bank transfer must be the same as that of the individual participant or team leader.

The non-reimbursable registration fee of 120 Euros may be paid by cheque made out to the Permanent Secretary – Ministry for Youth and the Arts, or by bank transfer to the order of:

DOCUMENTS TO BE SUBMITTED BY COMPETITORS

The competition language is English.
Competitors must submit four panels, format A1, containing:
- An overall plan of the proposal
- Graphic elements relative to the Visitors' Centre
- Graphic elements relative to the Visitors' Orientation Point
- Graphic elements relative to the conservation and protection of the temples.

These documents must also be sent in digital form on a CD and be accompanied by a descriptive report of 5 pages maximum.


PRIZES

A first prize of 20 000 Euros; a second prize of 10 000 Euros and three mentions of 3 500 Euros each will be awarded.
